Looking for suggestions

Awhile back there was a post from a group of Girl Scouts who designed a badge for Dress A Girl.  I would like to get in touch with the leader of that group.   I recently have been asked to help a group of Girl Scouts on a Service project and they have selected Dress A Girl.  I do not have firm numbers yet but they are expecting around 1000 girls at this three day event.  I could use some suggestions on the best way to proceed.  Should we have kits made up and ready to go? or is it better or them to learn how to make the dresses start to finish?  Dose anyone have suggestions?

How awesome! It is exciting to see girls getting involved with Dress A Girl. Our Daisy troop is fabric painting some plain pillowcases next month. Then the leader and I are going to finish them into dresses. Please keep us all posted and would love to see photos of your project.

i think it would count on the ages of the girls and how long of a time they have to work on the dresses.
i'm actually going to talk to my girls about doing something like this. my juniors are working on a sewing badge, and I'm thinking my younger girls could help with decorating. or packaging.
